Senior Superintendent of Police Anthony Castelle was today fined $1,000,000.00 at his sentencing hearing in the St. James Parish Court. He had been convicted for the offences of unlawful wounding and misconduct in a public office on November 23, 2018.  

SSP Castelle was charged by Independent Commission of Investigations (INDECOM) investigators on May 18, 2016, after investigations into a shooting injury incident on the 22nd of January 2016. SSP Castelle in pursuit of a taxi in Mount Salem, St. James, discharged his firearm at the moving vehicle, which resulted in the wounding of a female passenger who was in the rear seat of the vehicle.

 

The Commission highlights two important issues from this case. First, motorists are urged to obey the lawful commands of all police officers who are engaged in law enforcement duties. Secondly, members of the Jamaica Constabulary Force (JCF) are reminded of their Use of Force Policy on firing at or from moving vehicles. Section 103 states that “Firearms will NOT be discharged at a vehicle: simply because it has failed to stop for a signal at a road check, or to immobilize the vehicle”.
